Mayor felt ‘threatened’ in March DTF meeting

At one point during the confrontation in the conference room of Sheriff George Sheridan Jr.’s office, emotions spilled over and McShurley reportedly said she’d make changes to the DTF as she saw fit.

“I’m the f—ing mayor. If I want to f—ing shut down the DTF that’s what I’m going to do.”

McShurley denies using those words, but McKinney and others at the meeting confirmed her use of profanity. It was the last time the two met to talk about the DTF. Two months later, the mayor filed a complaint against McKinney with the Indiana Supreme Court Disciplinary Commission.

McShurley acknowledges that she grew “very angry” and was “very upset” during the March 14 meeting, which she admits she didn’t want to attend in the first place.

It all started when Sheridan asked the mayor to meet with him and McKinney to discuss having the task force remain a team effort and DTF decisions continue to be made as a team. The meeting came just four days after new city officers were added to the task force.

Though she was reluctant to attend, McShurley nevertheless did so along with the chairman and vice chairman of her local Republican party at her side.

McKinney, McShurley and others in attendance acknowledge the meeting was intense. There were harsh words, and they were sometimes laced with expletives.

The team mantra reinforcement came after the city’s DTF reorganization. Sheridan concedes the mayor and Police Chief Deborah Davis had the prerogative to make changes, but said making them on a fast-track timeline was a mistake. Officers were made aware of the new assignments Feb. 29, and they were effective 10 days later.

“We had received the information that (McShurley) had planned on making changes and had already made changes at the DTF,” Sheridan said. “But doing so much all at once literally … had crippled the operation. When that occurred, we knew that the drug dealers were actually running amuck and having parties.”

So the sheriff scheduled a meeting in his office conference room. He invited the top two leaders of the local Republican party, chairman Kaye Whitehead and vice chairman Tom Bennington, and asked them to urge the mayor to attend. She did, but didn’t bring Chief Davis or any of the city DTF officers.

Others in the discussion included the sheriff; McKinney; Jeff Arnold, chief trial deputy prosecutor; Phil Clark, chief deputy of the sheriff’s department, and Greg Ellison, county DTF supervisor.

McShurley said that she felt threatened after someone in the room told her that the changes she made to the DTF were going to cause people to die.

“I was very, very angry at one point in time in that meeting. I felt like I was being threatened in the meeting,” the mayor said. “‘If you continue to do what you’re doing in the DTF you’re going to make widows of your police officers’ wives.’ To me, that was a threat. That wasn’t coming across as a heads-up. I felt very defensive about what we were trying to do and why I was being treated the way I was being treated.”

McShurley said before that, she never had an indication that making changes to the DTF, or any specialized task force, could immediately endanger those officers’ lives. She cited research that recommends such units have a regular rotation of officers as frequently as every three years.

“I knew that it was best to rotate DTF officers every three years, because (them serving longer) can lead to corruption,” McShurley said. “We’ve had (the) same members on the DTF for 10 years. That was some of the reasons we changed it out.”

In the sheriff’s opinion, the drastic personnel change is problematic. The only thing Sheridan said he wanted was for the longtime city DTF officers to work with their replacements, and gradually leave the force over a year’s time.

“(New DTF) officers had to take off cold turkey,” Sheridan said. “It wasn’t about individuals. It was that the mayor’s choice was to gut and remove all that talent out of the DTF. That was her choice and her prerogative. All we wanted to do was go at it slow so that all the responsibility of the DTF wouldn’t be thrown upon my shoulders. We continued and have continued to operate irregardless of the drama that has gone on.”
